In Laisram Tombi Singh, Imphal v. Laisram Gopal Singh, Imphal, AIR 1963 Manipur 28, the petitioner was dismissed from service w.e.f. the date he was suspended. The dismissal was challenged by the petitioner. Dealing with the contention, Supreme Court, inter alia, held as under:-
"The ordinary rule is that any order including an order of dismissal can take effect only from the date of the order. If it is to have retrospective effect there must be some provision in the statute or in the rules on which the order was based, permitting retrospective effect to be given to the order. The Central Civil Services Rules, 1957 which are framed under Article 309 of the Constitution to regulate the conditions of service of Government servants provide for various penalties including dismissal. There is nothing in the said rules, which would permit the disciplinary authority to dismiss a person from Government service with retrospective effect.
An order of dismissal with retrospective effect from the date of suspension amounts even to a decision by the disciplinary authority that the Government servant is not entitled even to the subsistence allowance to which he has a right under F.R. 53. The disciplinary authority is bound by the provisions of F.R. 53 and he cannot make any order which will be against the said provision."
In Sudhir Ranjan Halder v. State of West Bengal AIR 1961 Calcutta 626, a Division Bench of Calcutta High Court took the view that suspension, dismissal or removal from service with retrospective effect is illegal and invalid

"ಸರ್ವೀಸ್ ಮ್ಯಾಟರ್ಸ್ " ಎಂಬ ಹಾದರ ಬಿಟ್ಟರೆ ಉಳಿದ ಕೆಲಸವನ್ನೆಲ್ಲಾ  ಕ್ಷೇತ್ರ ಇಲಾಖೆಗೆ ಡೆಲಿಗೇಟ್ ಮಾಡಿ ಆಗಿದೆ . ಈಗ ಈ 371J ಈ ಜಾತಿ ರಾಜಕೀಯಕ್ಕೆ ಹೊಸ ಆಯಾಮ ನೀಡಿದೆ . ಮೇಲೆ ಹೇಳಿದ ಎಲ್ಲಾ ಕ್ಷೇತ್ರಗಳಲ್ಲೂ ಈ ಜಾತಿಜಗಳ ಸಾಮಾನ್ಯ . ಒಮ್ಮೆ ಒಂದು ಜಾತಿಗೆ ಅಧಿಕಾರ ಬಂದರೆ ಇನ್ನೊಮ್ಮೆ ಇನ್ನೊಂದಕ್ಕೆ .(ಹೆಸರಿಗೆ ಒಂದೆರಡು ಅಹಿಂದ  ಮುಖ ಸೇರಿರುತ್ತಾರೆ ). ಸೋತವರು ಗೆದ್ದವರನ್ನು ಮೂದಲಿಸಲು ಕಾರಣ ಹುಡುಕುವಾಗ ಸಿಕ್ಕಿದೆ ಈ ೩೭೧ ಜೆ ! ನಿನ್ನಿಂದಲೇ ಇದು ಬಂತು  ಅಂತಾ ಒಂದು ಜಾತಿಯವನನ್ನು ಇನ್ನೊಂದು ಜಾತಿಯವನನ್ನು ಮೂದಲಿಸುತ್ತಾ ರಾಜಕೀಯ ಮಾಡುವುದನ್ನು ನೋಡಲು ಒಂದು ಒಳ್ಳೆ ಸೀನು ! ದಯವಿಟ್ಟು ಮಿಸ್ ಮಾಡಬೇಡಿ !

Almost 10 years after signing up for the (NPS), Maharashtra and Tamil Nadu are yet to remit pension contribution on behalf of their new employees to the NPS system. Many other states, too, have failed to pay their dues regularly, according to the sector regulator, Pension Fund Regulatory and Development Authority ().

While Tamil Nadu had signed up with the PFRDA to shift their employees to the NPS in April 2003, Maharashtra signed up in November 2005. Except West Bengal and Tripura, all state governments have given their consent to be part of the new pension regime. Kerala is the latest entrant, having signed up in April this year.

"I have no means to ensure compliance from state governments," PFRDA chairman Yogesh Agarwal has told Business Standard. The recently-passed pension legislation does not give PFRDA enough power either to ensure that governments regularly remit their pension contribution. While Maharashtra and Tamil Nadu have not paid anything at all, track records of other state governments are not good either.

Maharashtra has decided to join the new pension scheme (NPS), with its concerns having been addressed by the Centre, says a senior government official. The main concern was about the periodic withdrawal of money by employees, especially those belonging to the Class IV category, the official says. The second concern was about high fees charged by the  Ltd for putting in place necessary infrastructure.

According to the official, the Maharashtra government currently deposits the pension amount in public accounts so that employees get interest. The amount, about Rs 1,500 crore, will be transferred to the PFRDA-appointed fund manager, the official adds. Tamil Nadu, too, is in the process of making the policy, says a government official. He has, however, clarified the government is yet to decide whether to remit or not.

"In one month, states' contribution is 100 per cent, the next month it falls to 50 per cent and the next it becomes zero," says Agarwal. He says he has been constantly corresponding with state governments to ensure regular compliance, but to no avail.

According to him, while state governments regularly deduct employees' contribution to the new pension fund, they don't remit the entire corpus to NPS system regularly. The NPS covers all government employees who have joined the service since 2004.

Ashish Kumar, general manager, PFRDA, says the entire process involves states signing up with the PFRDA, setting up a nodal office and registering all subscribers. Once that is done, they are required to remit their pension contribution, which is then transferred to designated fund managers. The delay in remitting money means all government employees who are now part of defined contribution rather than defined benefit pension regime, will earn less on their contribution to the pension fund.

"Till the time money is lying with state governments, they pay an interest at par with the prevailing rate on government security, which is roughly around eight per cent. Whereas, our rate of return has been 12-14 per cent," says a top PFRDA official. The difference in rate of return may prove to be bone of contention between employees and governments, if the retiring employees ask for return at par with the NPS retrospectively, he says, adding it will increase litigation and also the financial burden of state governments. Incidentally, the NPS was started with a view to reducing the future pension liabilities of governments. However, non-compliance on the part of some state government and irregular compliance by some others may defeat the very purpose. And employees who have been asked to switch to the defined contribution pension regime may also suffer in the bargain.

However, PFRDA officials say records of some state governments have been satisfactory. States with better compliance include Rajasthan, Karnataka, Himachal Pradeh and Andhra Pradesh. However, states such as Goa and Punjab have been clear laggards apart from Maharashtra and Tamil Nadu. Rajasthan's contribution to NPS corpus is Rs 1,948 crore till date, followed by Rs 1,386 crore from Karnataka and Rs 1,361 crore from Andhra Pradesh. On other hand, Goa, which had joined the NPS system in 2005 has contributed a paltry Rs 24.23 crore so far.

Partial compliance of state governments notwithstanding, the NPS already has built a subscriber base of nearly 5.5 million with nearly 3.1 million government employees. Its assets under management stand at Rs 37,681 crore. Currently, there are eight fund managers. PFRDA chairman Agarwal expects both the subscriber base and the assets under management to increase thanks to the passage of pension Bill.

"With the statutory backing of Parliament", investors' confidence is going to go up, which will act as major boost to the NPS, he observes. He adds other new initiatives such as enhanced fee for fund managers will ensure greater participation of private sector employees in the NPS. "NPS is the cheapest financial product in the country with one of the best returns. The reason it did not catch the fancy of investors is that it was not marketed well. That concern has been taken care of now," says Agarwal.

He, however, clarifies there is no question of NPS giving guaranteed return. The new legislation talks about giving subscribers access to a product, which gives minimum assured return, he says.

Ranga’s men’ moved out of chief secretary’s office

(Nothing but petty quarrels between super time scale Typists. Its time our bureaucrats understands the true motives of their ass lickers).If they are changing longstanding people then Why was Sharanappa, Fahimunnisa,Gurumurthy, Chandrashekher, mohan etc are not touched? If Kumar was longstanding, what about Marigowda and Narasimhulu?, Is this resuffle is only limited to CS office? what about the longstanding people in Services section like irrigation, PWD, RD,RDPR etc)

Newly appointed Chief Secretary Kaushik Mukherjee (in pic),has taken a leaf from the politicians' book. Five days after taking charge , he has gone for a total overhaul of the office by transferring senior officers working in the Chief Secretary's office since several years. 

These senior officers, who come with the tag of being former chief secretary S V Ranganath's "loyalists" have been posted to other departments. Search is on for their replacements. Ashok Bhat, who worked as private secretary to Ranganath for years, has been moved out and posted to the home department as additional secretary. Similarly, under secretaries Vishwanath, Upendra Raiker, S S Hiremath, Karenawar and others who held key positions were also transferred to various other departments. 

This has become big news in the power corridors, especially among the senior IAS lot who are whispering that Ranga's men' are out of favour now. "The new CS wants to give a different administration, so he has the right to bring people who can work at his pace. The earlier staff worked to the satisfaction of their boss. There is nothing wrong in it," an additional chief secretary rank officer justified the action. 

Sheikh Mohammad Ali, who was known as 'Ranganath's pen' in the CS officehas been sent home. He and Ranganath were scheduled to retire on April end. But Ranganath who got an extension of six months service decided to employ Sheikh on contract basis and continued him in his office till now. 

On assuming charge as the 31st CS , Mukherjee, an officer of the 1978 IAS batch, had expressed a wish to lend the pace of a "bullet train" to the administration.

  Secretariat employees blame outsiders for this misdeed.One Deputy Secretary told us that most of the original secretariat employees have enough work. The staffing pattern of the secretariat is created in a scientific manner. However politicians and  Corrupt Bureaucrats have cultivated a bad practice of bringing in outsiders who have infiltrated the secretariat  establishments undermining the credibility of original staffs.  Some of these people who manage to establish themselves in high offices have no other work except providing “Escort” service to their bosses. Rest of the time they sit in their boss’s office and chit chat with visitor finding ways and means to make money out of their contacts. Most of these techno-savy pimps manage to get computers with free  access to all website. One should understand that a software called “websense” restrict s most of the computers in vidhana soudha  from accesing porn sites. Hence it is difficult for ordinary clerks to access porn .
 Manju, an employee of secretariat  told that the cases of  porn viewing usually happens in establishments ,not in sections .Come to our section and you will see how much of work we have.How can we watch porn?
It seems, Due to large numbers of infiltrators & waste bodies ,some establishments have becomes  junkyards where they reemploy pensioners  or bring in their favorities who cater to their private needs.
In the first place there is no need for Government offices to have Internet access. All they need is “intranet” and access to government portals and websites. Corrupts officials often gruble that websense restriction prevent them from accessing important websites.(Their “IMPORTANT”websites are criket  websites,,stock market sites, online services provided by railways ,KSRTC. Etc)
Until today the DPAR(E –governance)  department is unable to define a E-administration module. It is more interested in purchasing and distributing state-of-the art computers and accessories  to government  offices. First they should computerize the activities and define procedure. The sachivalaya vahini is just a small  thing and it is only used by junior assistants while E-governeance  is happily distributing computers to all officers without integrating their jobs with e-governance concept. Most of the tob brasses have computers on their table but many of them do not even know to view their attendance sheet  in computers.

Until the Government expline why every government servants needs  internet on their table , the techno-savy PSDs (Pimps on Special Duty) continue to enjoy stock market and porn.

Members of Tamil Nadu Government Employees Association has urged the government to drop the proposed new pension scheme, which they said was against the welfare of the employees.
Over 30 members of TNGEA thronged in front of the taluk office on Thursday in Krishnagiri and staged a demonstration as decided by the National Executive Committee meeting of the National Federation of State Government Employees’ Associations and also the TNGEA’s state executive committee meeting.
It was decided to organise three stages of protests. As part of this, the first stage of protest was organised in three towns - Krishnagiri, Hosur and Denkanikottai in the district.
Demands
The seven-point charter of demands includes scrapping of new pension scheme and revert to old pension scheme, merging 50 per cent of DA with the basic pay, offering regular scale of pay to employees who had been working on consolidated pay in various government departments, fixing minimum basic pay as Rs. 10,000, bringing down inflation and expanding public distribution system.
The association also demanded creation of additional employment opportunities in government and government public sector organisations and extending two years maternity leave to women staff like central government employees and also extending provision of toilet and rest rooms in government offices.
In Krishnagiri, the agitation was presided over by V. Ramasamy, taluk president. K. Agoram, State Vice-President, and C. Vidyananandan, district joint secretary, among others spoke.

Central Government may increase retirement age from 60 t0 62

A proposal to increase the  age of government employees from 60 to 62 years came to  yesterday but a decision was deferred. All the while the government has been denying any increase in retirement age of central government employees.Minister for Personnel, Public Grievances and Pensions  V Narayanaswami had ruled out increase in retirement age to a question in Parliament in the winter session this year. Their were rumours that Mr.Ranganath, Chief Secretary of Karnataka ,who was supposed to retired this April, got himself the extension of six month,(on various pretext) as he had credible information about the increase in retirement age.

The government may make the anouncement in the Prime Minister’s 15 August address, his last before elections in 2014.

The , Public Grievances and Pensions has proposed an increase in retirement age of Government employees from 60 years to 62 years, top sources confirmed.2013-14 is considered an election year because of five assembly elections and general elections in May next year.However this move may boomerang on government as unemployed youth may not welcome this move.ThoughtThere are around 50 lakh central government employees in India they do not have the power to make a difference in any specific constituencies. 
In Karnataka ,the then CM Yedyurappa raised the retirement age of state government employees to 60 yr.However he failed to win over any significant number of votes.

 The move is meant to ease the financial burden on the Government in terms of its pension liabilities, sources said.

The retirement age of professors in all central universities was recently raised to 65 years.

D L Sachdev national secretary of All India Trade Union Congress said that his union was totally against increase of retirement age beyond 60. It will hurt the youth especially when the Government is doing nothing to create jobs for them, Sachdev said. Congress affiliated  Indian National Trade Union Congress national president Sanjeeva Reddy said that his union had been demanding increase in retirement age to 62 years and would welcome it.

Bureaucracy sees red as chief secy gets extension

It appears that the government, past or present, cannot do without S V Ranganath (in pic), the chief secretary. Ranganath was due to retire at the end of the month, but in a decision that has caused much heartburn in state babudom, chief minister Siddaramaiah has decided to extend Ranganath’s services by another four months.
 
A letter seeking approval of the decision has been sent to the Union government. If the Union government rubber stamps the decision — highly likely as the request has come from a Congress-ruled state — it will be the second extension for the current chief secretary. Ranganath should have retired on April 30, but with assembly elections around the corner, the BJP government decided to extend his tenure by two months. In a meeting on Thursday, the state cabinet authorised the CM to pick a suitable officer as chief secretary. Armed with the authorisation, Siddaramaiah, on Friday, decided to extend Ranganath’s tenure.
 
 The decision, however, has demoralised several senior IAS officers who have been eyeing the post. The heartburn is so severe, that at least one officer darkly hinted at going to the extent of suppressing government policies as tit for tat.
 
“With this extension, Ranganath will retire on October 31,” the officer of the rank of additional chief secretary told Bangalore Mirror. “Rules do not permit him to stay as chief secretary forever. After October 31, the government will have to appoint a new chief secretary. Why continue with him? Appoint a new person and set him or her a long-term agenda. By not doing so, the government has demoralised us. What will the government do if one of us decides to subvert government programmes in retaliation?"
 
Siddaramaiah’s decision could also be illegal. As per rules, state government, under extraordinary circumstances, can extend the tenure of an officer for a period of up to six months after retirement. “An extension means only one extension which, in Ranganath’s case, has already been given. The second extension becomes illegal,” the additional chief secretary commented. “Moreover, the Supreme Court has come down heavily on extensions. Extensions are given in rarest of rare cases. There are no rare circumstances now.”
 
Ranganath was appointed chief secretary by B S Yeddyurappa in September 2009. He was left undisturbed in the post during the chief ministerial tenures of D V Sadananda Gowda and Jagadish B Shettar.   
 
Sources say Siddaramaiah had initially planned on elevating IAS officer Sudheer Krishna, a favourite of his, to the post. But Krishna is on a central deputation. He holds a key post of urban development department secretary and may not have been inclined to return to the state. The ball now is with the Union government.

Hyderabad: A health check-up conducted at the Secretariat revealed that a majority of the employees suffered from alcoholism, cardiac problems and diabetes. The two-day session included primary tests for cardiac, orthopaedic- and diabetes- related problems.
Of the total  3,400 employees working in the Secretariat, 924 underwent check-ups, of which 90 per cent were men. Seventy per cent of the employees, it was found, were alcoholics and 20 per cent required serious medical intervention in terms of de-addiction centres.
Stress and work pressure were said to be the reasons for drinking on a daily basis before going home. One of the employees was infuriated when he was asked to go to a de-addiction centre.
“Before we could write the remarks, he snatched the file and went away,” said the doctor conducting the examination. In another case, a person  willing to give up alcohol, said it was difficult because  colleagues offered free drinks.

Some employees at a health check-up conducted at the Secretariat requested for a private session as they were not willing to disclose their alcohol related problems or addiction experiences in the presence of others. 
The two-day session revealed severe cardiac problems in ten cases who were non-alcoholic. “Preliminary tests show-ed  severe problem with the functioning of the heart. It could be blockage, heart muscle degeneration or malfunctioning of the valves. A detailed investigation was immediately required,” explained Venugopal D. supervising the check-ups.
While most employees were aware about diabetes and carried out regular check-ups, their fitness levels were a cause of concern as most of them led a sedentary lifestyle and time for exercise was not a priority. 
The two-day  health check-up for the welfare of employees was an initiative of  the Andhra Pradesh Secretariat Employee Association.

It happens once again--Same old whores in a new brothel

When people voted for change congress government replaced the BJP Government. BJP government changed the congress government . The New chief Minister changed his Principal Secretary.That is the end of the story. Here after the process of change came to standstill. Under him everything remains the same. Same old officers, sweepers,assistants, stenos,typist etc etc , who continue swindling using their so called proximity to the “big boss”. When it comes to bureaucracy people can’t expect  anything else than the same old rottenness. The party is new. The ministers are new. But PA’s are the same. The Government is new, Ministers are new. You enter their office. You see the same old stinking faces. If you are rich & powerful then you get their smile, if you are poor you get their boot!  It is like finding same old whores in a new brothel!.
The top bureaucrats  finds themselves incompetent without some “so called experienced Hands”.  I do not know what is their definition of experienced staff. One don’t need special expertise to take dictations or to do  typing or making program charts.
Some officers in the secretariats take few PA’s with them to which ever department they  go. Some officers go alone and depend on the existing PA’s and allow them to run the show(like DPAR). Either way they show show their unwillingness to bring total change. They cannot take responsibility of bringing in change. They just want to hang on. Sri Vidyashankar is probably the only man who brought  total change in his establishment when he moved to C&I department.
They use these establishments to insulate themselves from public. PA’s make people inaccessible  to their boss  and vice versa. If the boss is soft they PA’s decide who should see the Boss.   By insulating the Boss PA’s becomes the boss themselves. Being a PA of Principal Secretary or Minister help you to hijack the authority of the Boss. The longer you stay the stonger you grow. In Vidhana soudha the situation has worsened to such an extent  that even a officer of the rank of Principal secretary or CEO of a top Company can’t get the audition of the chief secretary unless they allow their ass to be licked by his OSD who is waiting outside the door!. “Building contact” is the main occupations of these misseleneous PA’s who sneak into secretariat from different  department.
These IAS  bas.@$% are gutless to kickout old longstanding staff and to bring in New staff. It is not them who directs the establishment but it is the establishment who directs  the Minister/Officer. “A clear case of tail wagging the dog.
The inability of the IAS officers to manage themselves keeps sending the ripples of incompetency in the rank and files of workforce which eventually results in poor performance. Their incompetency add extra pressure on the officials who work in the lower rung of service delivery chain. The fact that the are in the receiving end make their life miserable.

This is the state of affair. Their  was mining Mafia where hundered of government servants made lot of money and there were many more scams in past few years. I wonder if the state executive has got any head. If there was, then if he had anything inside his head?

ಮುಖ್ಯಮಂತ್ರಿಗಳ ಮಾಧ್ಯಮ ಸಲಹೆಗಾರ ದಿನೇಶ್ ಅಮಿನ್ ಮಟ್ಟು ಅವರಿಗೆ ಕ್ಯಾಬಿನೆಟ್ ದರ್ಜೆ ಸ್ಥಾನಮಾನ ನೀಡಿ ಆದೇಶ ಹೊರಡಿಸುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಟಿಪ್ಪಣಿ ಕಳುಹಿಸಿದ್ದಾರೆ. ಮುಖ್ಯಮಂತ್ರಿಗಳ "ಮಟ್ಟು ಪ್ರೇಮ " ಅತಿಯಾಯಿತು .ಈತ  ನನಗೆ ಇಂತಹಾ ಕಚೇರಿಯೇ ಬೇಕು ಇಂತಹಾ ಸಂಖ್ಯೆಯ (number plate)ಇನ್ನೋವಾ ಕಾರೇ ಬೇಕು ಎಂದೆಲ್ಲಾ ಟಿಪ್ಪಣಿ ಕಳುಹಿಸುತಿರುತ್ತಾನೆ . ನಾನು ಹತ್ತು ವರ್ಷಗಳಿಂದ ಹಲವು ಮುಖ್ಯಮಂತ್ರಿಗಳ ಹತ್ತಿರ ಕೆಲಸ ಮಾಡಿದ್ದೇನೆ .ಆದರೆ ಮಾಧ್ಯಮ ಸಲಹೆಗಾರರು ಈ ರೀತಿ ಆಡುವುದು ಸರಿಯಲ್ಲ .ಇದು ಸಿ ಎಂ ಅಪ್ರಬುದ್ದತೆ ಎತ್ತಿ ತೋರಿಸುತ್ತದೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಕಚೇರಿಯ ನೌಕರರೊಬ್ಬರು ಟೀಕಿಸಿದ್ದಾರೆ .

ಈ ವರ್ಷದ ವರ್ಗಾವಣೆ ನೀತಿಯನ್ನು ಹೊರಡಿಸುವ ಬಗ್ಗೆ ಸಚಿವ ಸಂಪುಟದ ನಿರ್ಧಾರ ಆಗಿದೆ. ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಶೀಘ್ರದಲ್ಲೇ ಪ್ರಕಟಿಸಲಾಗುವುದು

ಆಯಕಟ್ಟಿನ ಸ್ತಳಗಳನ್ನು ಆಕ್ರಮಿಸಲು ಲಾಭಿ ಆರಂಭ


ರಾಜ್ಯದ ರಾಜಕೀಯ ಚಿತ್ರಣ ಬದಲಾಗಿದೆ. ಈ ಹಿಂದಿನ ಐದು ವರ್ಷಗಳಲ್ಲಿ ಹೇಳಹೆಸರಿಲ್ಲದೆ ಮಾಯವಾಗಿದ್ದ ಹಲವು ಮುಖಗಳು ವಿಧಾನಸೌದದ ಮೊಗಸಾಲೆಯಲ್ಲಿ ಕಾಣತೊಡಗಿವೆ. ಅದೇನೋ ಸಹಜವೇ .ಆದರೆ ಬದಲಾದ ಪರಿಸ್ತಿತಿಯಲ್ಲೋ ಬದಲಾಗದ ಒಂದು ಗುಂಪು ಮಾತ್ರ ಕಮೋಡಿಗೆ ಅಂಟಿದ ಮಲದಂತೆ ವಿಧಾನಸೌದದ ಮೂರನೇ ಮಹಡಿಗೆ ಅಂಟಿಕೊಂಡಿರುವುದು ಒಂದು ಸೋಜಿಗ, ಸರ್ಕಾರ ಯಾವುದೇ ಬರಲಿ , ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ /ಕಾರ್ಯದರ್ಶಿ ಯಾವುದೇ ಇರಲಿ ಕಚೇರಿ ಮಾತ್ರ ಗುರುತಿಸಿಕೊಳ್ಳುವುದು ಕೆಲವೇ ಕೆಲವು ವ್ಯಕ್ತಿಗಳಿಂದ. ಉದಾಹರಣೆಗೆ ಸಿಆಸುಇ  ಇತ್ಯಾದಿ ಇಲಾಖೆಗಳ ಕಾರ್ಯದರ್ಶಿ ಎಂದರೆ ಕೆಲವು ಹೆಸರು .ಉಪಕಾರ್ಯದರ್ಶಿ ಸೇವೆಗಳು ಎಂದರೆ ಕೆಲವು ಹೆಸರು ,ಎ ಸಿ ಎಸ್ ಖಚೇರಿ ಅಂದರೆ ಕೆಲವು  ಹೆಸರು ,ಮುಖ್ಯಕಾರ್ಯದರ್ಶಿ ಖಚೇರಿ ಎಂದರೆ ಕೆಲವು  ಹೆಸರು,ಅಷ್ಟೇ ಏಕೆ ಮುಖ್ಯ ಮಂತ್ರಿ ಕಚೇರಿ ಎಂದರೆ ಕೆಲವು ಹೆಸರು ಲಾಗಾಯ್ತಿನಿಂದಲೂ ಚಾಲ್ತಿಯಲ್ಲಿದೆ. ಒಳಗಿನ ಸಾಹೇಬರು ಬದಲಾದರೂ ಈ ದಂದೆಕೊರರು ಬದಲಾಗುವುದಿಲ್ಲ. ಚಾಡಿ ,ಕುತಂತ್ರ  ಮಾಹಿತಿಯ  ಮಾರಾಟ ಇವರುಗಳ ಅಸಲಿ ದಂಧೆ. ಗೆಲ್ಲುವ ಕುದುರೆಯ ಬಾಲ ಹಿಡಿಯುವುದು ,ಸೋತವರನ್ನು ಸಹ ಚೆನ್ನಾಗಿ ನೋಡಿಕೊಂಡು ಅವರಿಂದ ಮುಂದೆ ಆಗಬಹುದಾದ ಉಪಯೋಗವನ್ನು ಲೆಕ್ಕ ಹಾಕುವುದು ಇವರ ಕಲಾನೈಪುಣ್ಯ .ಹಿಂದಿನಿಂದ ಆ ಕಚೇರಿಯಲ್ಲಿ ಇರುವವರನ್ನು ಒದ್ದೋಡಿಸಿ ಹೊಸಬರನ್ನು ನೇಮಿಸಿಕೊಳ್ಳುವ ಪ್ರಯತ್ನಕ್ಕೆ ಕೈ ಹಾಕುವ ಇಚ್ಛಾಶಕ್ತಿ ಕೂಡ ಅಧಿಕಾರಿಗಳಿಗೆ  ಇರುವುದಿಲ್ಲ..ಮೋಸ,ವಂಚನೆ ವ್ಯಭಿಚಾರಗಳ ಬಲವಾದ ಬಲೆಯನ್ನು ನೇಯ್ದು ಬೇರುಬಿಟ್ಟಿರುವ  ಈ ತಂಡದ ಜಾಲಕ್ಕೆ ಹೊಸ ಸರ್ಕಾರ ಸಹಾ ಬಲಿಯಾಗುವ ಸಾಧ್ಯತೆ ಇವೆ. ಸೈನ್ಯದಲ್ಲಿ ತಮ್ಮ ಶೌರ್ಯ ತೋರಿಸಿದವರಿಗೆ  ವೀರಚಕ್ರ ಪರಮ ವೀರ ಚಕ್ರ ಇತ್ಯಾದಿ ಪ್ರಶಸ್ತಿ ನೀಡಿದಂತೆ , ಮೋಸ,ವಂಚನೆ ವ್ಯಭಿಚಾರಗಳಲ್ಲಿ ತಮ್ಮ ಪ್ರತಿಭೆ ಮೆರೆಯುವ ಹಾಲಿ /ನಿವೃತ್ತ ಸರ್ಕಾರಿ ನೌಕರರಿಗೆ  ಸ್ಪೆಷಲ್ ಆಫೀಸರ್ , ಆಫೀಸರ್ ಆನ್ ಸ್ಪೆಷಲ್ ಡ್ಯೂಟಿ ಇತ್ಯಾದಿ ಪದವಿ ನೀಡಿ  ತಮ್ಮ ಕಚೇರಿಯನ್ನು ಅಲಂಕರಿಸಿಕೊಳ್ಳುವ ಖಯಾಲಿ ಹಲವು ಅಧಿಕಾರಿ/ಸಚಿವರುಗಳಿಗಿದೆ . ಯಾವುದೇ ಪಕ್ಷ ಅಧಿಕಾರಕ್ಕೆ ಬರಲಿ ತಕ್ಷಣ ಅವರ್ಯಾರದೋ ಕಾಲು ಹಿಡಿದು @& ಚೀಪಿ  ಮಿನಿಸ್ಟರ್ ಆಫೀಸ್ ಗಳಲ್ಲೇ ಮುಂದುವರೆಯುವ ಹಲವು ಮಂದಿ ವಿಧಾನ ಸೌದದಲ್ಲಿದ್ದಾರೆ. ಈಗ ಹೊಸ ಸರ್ಕಾರ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬರುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮತ್ತೆ ಆಯಕಟ್ಟಿನ ಸ್ತಳಗಳನ್ನು ಆಕ್ರಮಿಸಲು ಲಾಭಿ ಆರಂಬವಾಗಿದೆ. ಯಾರು ಸಚಿವರಾಗಬಹುದು, ನಮ್ಮ ಜಾತಿಯವರು ಯಾರು? ಯಾರ್ಯಾರಿಗೆ ಯಾರ್ಯಾರು ಆಪ್ತರು? ಅವರ ದೌರ್ಬಲ್ಯ ಗಳೇನು  ಇತ್ಯಾದಿ ಮಾಹಿತಿ ಸಂಗ್ರಹಣೆ ಕಾರ್ಯ ಈಗಾಗಲೇ ಆರಂಭವಾಗಿದೆ. ಮುಖ್ಯಮಂತ್ರಿಗಳ ಕಚೇರಿಗೆ ಸೇರಿಕೊಳ್ಳಲು  ಹಲವು ನಿವೃತ್ತ ಅಧಿಕಾರಿಗಳು ಲಾಬಿ ಆರಂಬಿಸಿದ್ದಾರೆ .ಈ ಹಿಂದೆ ಮುಖ್ಯಮಂತ್ರಿ/ಮುಖ್ಯಕಾರ್ಯದರ್ಶಿ  ಕಚೇರಿಯಲ್ಲಿ  ಅಗತ್ಯಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಜನರನ್ನು ಅನಗತ್ಯವಾಗಿ ತುಂಬಿಕೊಂಡಿರುವ ಬಗ್ಗೆ& ಅದರಿಂದ ಬೊಕ್ಕಸಕ್ಕೆ ಆಗುವ ನಷ್ಟದ ಬಗ್ಗೆ ಮಾಧ್ಯಮದಲ್ಲಿ ಚರ್ಚೆಯಾದರೂ ಸಹ ಅದರ ಬಗ್ಗೆ ಸರ್ಕಾರ ತಲೆಕೆಡಿಸಿಕೊಳ್ಳಲಿಲ್ಲ. ಕಾರಣ  ಒಳಗಿನ ಸಾಹೇಬರು ಏನು ನೋಡಬೇಕು ಏನು ನೋಡಬಾರದು ಎಂಬುದನ್ನು ಇದೇ ತಲೆಹಿಡುಕ ವರ್ಗ ನಿಯಂತ್ರಿಸುತಿದ್ದುದರಿಂದ ಸಾಹೆಬರುಗಳು ವಾಸ್ತವತೆಯಿಂದ ದೂರವಾಗಿ ಬದುಕಲಾರಮ್ಬಿಸಿದರು. ಜನರಿಂದ ಬರುವ ಅರ್ಜಿಗಳ ಮೇಲೆ ಸಹಿಮಾಡಿ ಅದನ್ನು ಸಾಹೆಬರು  ನೋಡಿದ್ದರೆಂದೋ ,ಸಾಹೇಬರು ಆದೇಶಿಸಿದ್ದರೆಂದೋ ಬರೆದು ಅದನ್ನು ಯಾವುದು ಒಂದು ಇಲಾಖೆಗೆ ಎತ್ತಿಹಾಕುವ  ಪ್ರವೃತ್ತಿಯನ್ನು ಆಪ್ತ ಕಾರ್ಯದರ್ಶಿಗಳು ಬೆಳೆಸಿಕೊಂಡರು.ಬಿಜೆಪಿ ಸರ್ಕಾರದ  ಮೂಗಿನಡಿ ಕುಳಿತು ಎಷ್ಟೋಜನ ಮೀರ್ ಸಾದಿಕ್ ಕೆಲಸ ಮಾಡಿದ್ದೂ  ಸಹಾ ಬಿಜೆಪಿ ಸರ್ಕಾರಕ್ಕೆ ಮುಳುವಾಗಿ ಪರಿಣಮಿಸಿತ್ತು. ಯಡಿಯೂರಪ್ಪ ,ಸದಾನಂದ ಗೌಡ , ಶೆಟ್ಟರ್ ಗಳ ನಡುವೆ   ಗೊಂದಲ ಉಂಟಾದದ್ದು ಸಹಾ ಈ ಅಪ್ತರ ಕೈಚಳಕದಿಂದಲೇ. ಈಗ ಮತ್ತೆ ಲಾಬಿ ಆರಂಭ ಆಗಿದೆ. ನಿವೃತ್ತ ನೌಕರರನ್ನು ನೇಮಿಸಿಕೊಳ್ಳುವ ಬಗ್ಗೆ ಸುತ್ತೋಲೆ ಇದ್ದಾಗ್ಯೂ  ಸಹ ಸಚಿವ ಸಂಪುಟ ದಲ್ಲಿ ಲಾಬಿ ನಡೆಸಿ ಹಲವರು ಸೇವೆಗೆ ನೇಮಕಗೊಳ್ಳಲಿದ್ದಾರೆ .ಯಡ್ಡಿ ಹೋದರೂ ಸಿದ್ದ ಬಂದರೂ  ದುರಾಡಳಿತ ಮಾತ್ರ ಮುಂದುವರೆಯಲಿದೆ.

ರಾಜ್ಯ ಬಜೆಟ್

 ರಾಜ್ಯ ಬಜೆಟ್-2013  ಅಂದರೆ  ಏನೆಂದು  ಬಣ್ಣಿಸಲಿ. ಒಂದು ಹಳೇ   ಗಾದೆ ನೆನಪಿಗೆ ಬರುತ್ತೆ ."ಹಡಬೆ ದುಡ್ಡು ಸೂಳೆ ಮನೆಗೆ !!!
