In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India the Governor of Karnataka hereby makes the following rules, namely:-
1. Title and Commencement :- (1) These rules may be called the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Interpretation:- Words and expressions used in these rules have the same meaning as in the Karnataka Civil Services (General Recruitment) Rules, 1977.
3. Application of the rules :- These rules shall, notwithstanding the rules of recruitment specially made in respect of any service or post, apply to all recruitments to the posts of Assistants and Junior Assistants in the Karnataka Secretariat Service and in the office of the Karnataka Public Service Commission and to the posts of 1[First Division Assistants] and 1[Second Division Assistants] in all other State Civil Services.
4. Academic qualifications of candidates :- (1) Every person who is not disqualified under Karnataka Civil Services (General Recruitment) Rules 1977 shall be eligible for appointment by direct recruitment to the posts of-

(i) Assistants or 1[First Division Assistants] if he is a holder of
a Bachelor's degree or equivalent qualification.
(ii) Junior Assistants or 1[Second Division Assistants] if he has
passed the SSLC Examination or equivalent qualification.
(2) No Government servant shall be eligible for 2[transfer or] promotion to the posts of Assistants, 1[First Division Assistants], Junior Assistant or 1[Second Division Assistants] unless he has passed the S.S.L.C. Examination or equivalent qualification.
3[4A. The method of recruitment and minimum qualification for the posts of Junior Assistants or 1[Second Division Assistants] :-
Notwithstanding anything contained in the rules of recruitment specially made, the method of recruitment to the posts of Junior Assistants or 1[Second Division Assistants] in any service, shall be as follows, namely :-
(a) 4 [Sixty Seven] per cent by direct recruitment in accordance with these rules ; and
(b) 4 [Thirty Three] per cent by 2[transfer of persons in the cadre of Drivers, and if no suitable person is available for transfer, by promotion from] any of the cadre in Group 'D' service on the basis of seniority, seniority being determined by treating a person holding a post carrying a higher scale of pay as senior to a person

holding a post carrying a lower scale of pay, seniority inter se among persons holding posts carrying same scale of pay being determined on the basis of length of service in the respective cadres, seniority inter-se among persons in a cadre being maintained ; and
(i) who possess the qualifications specified in sub-rule (2) of rule 4 ; and
(ii) who have put in a service of not less than 1[five years] in the cadre of Drivers or in any one or more of the cadre in Group 'D' Service.]
2[5. Lists of selected candidates :- 3[(1)] The Commission shall, during every calendar year, prepare on the basis of the results of a competitive examination conducted by it, lists of candidates suitable for appointment to the posts mentioned in rule 3 and the number of candidates to be included in each list in respect of each appointing authority shall be as specified in the requisition of the
authority under rule 10.]
3[(2) For the purpose of appointments in any additional vacancies, the Commission shall prepare on the basis of the results of the competitive examination already conducted by it a single additional list of candidate not included in the list prepared under sub-rule (1). The number of candidates to be included in such list shall not exceed ten percent of the total number of the candidates included in the list prepared under sub-rule (1).]
6. Examinations :- (1) The competitive examinations shall consist of a written examination on General English or General Kannada and General knowledge;

(2) The maximum marks for the written examination shall be 1[300];
(3) The syllabi for the competitive examinations shall be as specified in the Annexure to these rules.
7. Applications for Competitive Examinations :- 2[(1) The Commission shall call for applications by advertisement for admission to the competitive examinations in such form as it may determine, and before such date and on payment of such fees as may be specified by the Commission in such advertisement, indicating that vacancies shall be reserved for ex-servicemen and physically handicapped persons in accordance with rule 9 of the Karnataka Civil Services (General Recruitment) Rules, 1977 and in favour of persons belonging to Scheduled Castes, Scheduled Tribes,] 3[and other Backward Classes as specified by the Government from time to time under Article 16 (4) of the Constitution of India.]
(2) A person applying for admission to a competitive examination shall indicate in his application his preference for appointment to the post of.-
(i) Assistants in the Karnataka Secretariat Service ;
(ii) Assistants in the Karnataka Public Service Commission ;

(iii) 1[First Division Assistants] in any of the State Civil Service anywhere in the State ;
(iv) 1[First Division Assistants] in any of the State Civil Services in one or more Revenue Divisions of Bangalore, Mysore, Gulbarga and Belgaum;
(v) Junior Assistants in the Karnataka Secretariat Service;
(vi) Junior Assistants in the Karnataka Public Service Commission;
(vii) 1[Second Division Assistants] in any of the State Civil Services anywhere in the State;
(viii) 1[Second Division Assistants] in any of the State Civil Services in one or more Revenue Divisions of Bangalore, Mysore, Gulbarga and Belgaum.
8. Admission to the competitive examinations :- No person shall be admitted to a competitive examination unless he holds a certificate of admission from the Commission. The decision of the Commission on the eligibility or otherwise of person for admission to the examination shall be final.
9. Conduct of examination :- The Commission shall be responsible for all arrangements relating to the conduct of a competitive examination.

1[10. Manner of Assignment :- 2[(1)] The Commission shall call for requisitions from the different appointing authorities in respect of each category of posts. The appointing authorities shall send requisitions for assignment of candidates after duly classifying the vacancies in accordance with the Government Order No. DPAR 1 SBC 77, dated 4th March 1977 as amended from time to time. The Commission shall, after taking into account the Government Order No. DPAR 1 SBC 77, dated 4th March 1977 as amended from time to time and having regard to the order of merit and the preference indicated by the candidates under sub-rule (2) of rule 7, prepare lists assigning candidates to the different appointing authorities arranging their names in the order of merit.
Provided that the assignment of candidates from a list relating to a category of posts shall not be made to the appointing authority till all the candidates included in any list relating to such category of posts prepared for the previous year and assigned to it have been appointed.]
2[After appointment of candidates assigned under sub-rule (1) the candidates included in the additional list prepared under sub-rule (2) of rule 5 shall be assigned in accordance with the requisitions received from the different appointing authorities. The candidates included in the additional list shall be assigned to each appointing authority in the chronological order in which requisitions are received in the office of the Commission.]

*11. Appointment of candidates :-
(1) The appointing authorities receiving lists of candidates suitable for appointment to the posts of assistants, Junior assistants, first division assistants and second division assistants, from the commission under sub-rule (1), shall appoint candidates to these posts in the order in which their names are arranged in the list sent by the commission.
Provided that no appointment of a candidate included in the additional list shall be made by the appointing authority until all candidates included in the list prepared and assigned under sub-rule (1) of rule 10 relating to that post, are appointed.
(2) The appointing authorities receiving additional list of candidates suitable for appointment for the post of Assistants, Junior Assistants, First Division Assistants and Second Division Assistants from Commission under sub-rule (2) of rule 10 shall appoint candidates to these posts in the order in which their names are arranged in the list sent by the Commission.
Provided that no requisition for assignment of candidates included in the additional list shall be sent by the appointing authority until all the candidates included in the list prepared and assigned under sub-rule (1) of rule 10 relating to that post are appointed.]

1[12. Period of operation of the lists
A list of candidates prepared by the commission under rule 10 and received by an appointing authority under rule 11 shall be valid till all the candidates included in such list are appointed.]
13. Liability of candidates for service in the State
Not withstanding the preference indicated by a person under sub-rule (2) of rule 7, a candidate appointed to any of the categories of posts mentioned in Rule 5 shall be liable to serve in any part of the State.
14. Repeal and savings
(1) The Karnataka Civil Services (Recruitment to Ministerial Posts) Rules ,1966 and the Karnataka Civil Services (Ministerial Posts )(Minimum Qualification for Recruitment by Promotion) Rules ,1972 are here by repealed.
Provided that the lists of candidates prepared in accordance with the said 1966
rules before the commencement of these rules shall be valid till all the candidates included there in are appointed.
Provided further that appointments from the lists of candidates prepared for any category of posts under these rules shall be made only after the candidates for the same category of posts in the lists prepared under the said 1966 rules repealed this sub-rule have been appointed.
(2) Any reference in the rules of recruitment specially made for any service or post or in any other rules to the rules repealed by sub-rule (1) Shall unless the context other-wise requires, be construed as a reference to these rules.

1[Annexure
I. Syllabus for the competitive examination for recruitment to the cadre of Assistants and 2[First division Assistants]:
The examination will consist of two written papers, namely-
(1) a paper on General English or General Kannada and
(2) a paper on General knowledge
The maximum marks for each paper will be 150
(1) (a) The paper on General English or General Kannada will normally conform to the minimum standard expected of a student who has passed the Bachelors degree examination of a University. It is intended to test candidate's knowledge of English/Kannada Grammar, Vocabulary , Spellings, synonyms antonyms, his power to understand and comprehend the English/Kannada language and his ability to discriminate between correct and incorrect usage etc.
(b) The candidates may answer either the paper on general English or the paper on general Kannada.
(2) (a) The paper on General knowledge will normally conform to the minimum standard relating to General Knowledge, expected of a student who has passed the Bachelor's Degree Examination of a University and will cover questions on the Constitution of India, Indian History and Culture, General and Economic Geography of India current events, every day science and such matters of everyday observation as may be expected of an educated person.

II Syllabus for the competitive examination for recruitment to the cadre of Junior Assistants and 1[Second Division Assistants.]
The examination will consist of two written papers namely
(1) a paper on General English or General Kannada and
(2) a paper on General Knowledge. The maximum marks for each
paper will be 150.
(1) (a) The paper on General English or General Kannada will normally conform to the minimum standard expected of a student who has passed the SSLC examination. (2) They shall come into force on the date of their publication of the official Gazette.
2. Amendment of rule 5:- In rule '5' of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978 the world before the commencement of a calendar year". shall be and shall be deemed always to have been omitted.

1. Title and commencement:-(1) These rules may be called the Karnataka Secretariat Services (Recruitment) (Amendment) Rules, 1981.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Substitution of new rule for rule 5:- For rule 5 of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978 (hereinafter referred to as the said Rules) the following rule shall be substituted, namely:-
"5. Lists of selected candidates: The Commission shall, during every calendar year, prepare on the basis of the results of a competitive examination conducted by it, lists of candidates suitable for appointment to the posts mentioned in rule 3 and the number of candidates to be included in each list in respect of each appointing authority shall be as specified in the requisition of the authority under rule 10."
3. Amendment of rule 7:- For sub-rule (1) of rule 7 of the said rules, the following sub-rule shall be substituted, namely:-
"(1) The Commission shall call for applications by advertisement for admission to the competitive examinations in such form as it may determine, and before such date and on payment of such fees as may be specified by the Commission in such advertisement, indicating that vacancies shall be reserved fro ex-servicemen and physically handicapped persons in accordance with rule 9 of the Karnataka Civil Services (General Recruitment) Rules, 1977 and in favour of persons belonging to Scheduled Castes, Scheduled Tribes, backward tribes and other categories of Backward Classes in accordance with the Government Order No. DPAR 1 SBC 77 dated 4th March 1977 as amended from time time."
4. Substitution of new rule for rule 10:- For rule 10 of the said rules, the following rule shall be substituted, namely:-
"10. Manner of assignment:- The Commission shall call for requisitions from the different appointing authorities in respect of each category of posts. The appointing authorities shall send requisitions for assignment of candidates after duly classifying the vacancies in accordance with the Government Order No. DPAR 1 SBC 77 dated 4th March 1977 as amended from time to time. The Commission shall, after taking into account the Government Order No. DPAR 1 SBC 77 dated 4th March 1977 as amended from time to time and having regard to the order of merit and the perference indicated by the candidates under sub-rule (2) of rule 7, prepare lists assigning candidates to the different appointing authorities arranging their names in the order of merit.
Provided that the assignment of candidates from a list relating to a category of posts shall not be made to the appointing authority till all the candidates included in any list relating to such category of posts prepared for the previous year and assigned to it have been appointed"
5. Substitution of new rule for rule 11:- For rule 11 of the said rules, the following rule shall be substituted, namely:-
"11. Appointment of candidates:- The appointing authorities receiving lists of candidates suitable for appointment to the posts of Assistants, Junior Assistants, First Division Clerks and Second Division clerks from the Commission under rule 10 shall appoint candidate to these posts in the order which their names are arranged in the lists sent by the Commission. No appointment of a candidate included in a list shall be made by an appointing authority until all candidates included in an earlier list relating to that post and assigned to it are appointed."
6. Substitution of new rule for rule 12:- For rule 12 of the said rules, the following rule shall be substituted namely:-
"12. Period of operation of the lists:- A list of candidates prepared by the Commission under rule 10 and received by an appointing authority under rule 11 shall be valid till all the candidates included in such list are appointed."

Where the draft of the rules to amend the Karnataka State Civil Services (Recruitment to the Ministerial Posts) (Amendment) Rules, 1997, was published as required by clause (a) of sub-section (2) of Section 3 of the Karnataka State Civil Services Act, 1976 (Act No. 14 of 1990) in Notification No. DPAR 39 SCR 97, dated 14.10.1997 in part 4 Section 2C(i) of the Karnataka Gazette, dated 14th October 97, inviting objections and suggestions from persons likely to be affected thereby within thirty days from the date of the publication of the draft in the Official Gazette.
Whereas the said Gazette was made available to the public on 16th October 1997.
And whereas objections and suggestions receved have been examined by the State Government.
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 3 read with Section 6 of the Karnataka State Civil Services Act, 1976 (Karnataka Act 14 of 1990), the Government of Karnataka hereby make the following rules further to amend the Karnataka Civil Services (Recruitment) to the Ministerial Posts) Rules, 1978, namely:-
1. Title and commencement.- (1) These rules may be called the Karnataka Civil Services (Recruitment to the Ministerial Posts) (amendment) Rules, 1997.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of rule 4.- In sub-clause (ii) of clause (b) of rule 4A of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978, for the words "Seven years", the words "Five years" shall be substituted.

Whereas the draft of the rules to amend the Karnataka State Civil Services (Recruitment to the Ministerial Posts) (Amendment) Rules, 1994, was published as required by clause (a) of sub-section (2) of section 3 of the Karnataka Civil Services Act, 1978 (Act No. 14 of 1990) in Notification No. DPAR 52 SCR 93, dated 4th April 1994, in Part 4 Section 2C(i) of the Karnataka Gazette, dated 28th April 1994 inviting objections and suggestions from persons likely to be affected thereby within thirty days from the date of the publication of the draft in the Official Gazette.

2. Amendment of rule 4:- In sub-rule (2) of rule 4 of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978 (hereinafter referred to as the said rules) after the words "eligible for" the words "transfer or" shall be inserted.
3. Amendment of rule 4A:- In clause (b) of rule 4A of the said rules for the words "promotion of persons in the cadre of Drivers or" the words "transfer of persons in the cadre of Drivers, and if no suitable person is available for transfer, by promotion from" shall be substituted.

2. Insertion of new rule 4:- In the Karnataka Civil Services (Recruitment to the Ministerial Posts) (Amendment) Rules, 1983, after rule 3 the following rule shall be and shall be deemed always to have been inserted, namely -
"4. Savings: Notwithstanding the amendment to the said rules by these rules,
recruitment to the posts of Assistants/First Division Clerks and to the
posts of Junior Assistants/Second Division Clerks notified by the
Karnataka Public Service Commission in its Notifications No. E(2)81/83-
84/PSC, dated 17-6-1983 and No. E(3) 354/83-84/PSC, dated 13-7-1983
respectively shall be made as if the said rules have not been amended by
these rules."

2. Insertion of a new rule 4A:- After rule 4 of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978, the following rule shall be inserted, namely:--
"4A. The method of recruitment and minimum qualification for the posts of Junior Assistants or Second Division Clerks:- Notwithstanding anything contained in the rules of recruitment specially made, the method of recruitment to the posts of Junior Assistants or Second Division Clerks in any service, shall be as follows, namely:-
(a) Seventy five percent by direct recruitment in accordance with these rules ; and
(b) Twenty five percent by promotion of persons in the cadre of Drivers or any of the cadre in Group 'D' service on the basis of seniority, seniority being determined by treating a person holding a post carrying a higher scale of pay as senior to a person holding a post carrying a lower scale of pay, seniority interse among persons holding posts carrying same scale of pay being determined on the basis of length of service in the respective cadres, seniority interse among persons in a cadre being maintained; and
(i) who possess the qualifications specified in sub-rule (2) of rule 4, and
(2) who have put in a service of not less than seven years in the cadre of Driver or in any one or more of the cadre in Group 'D' service".

3. Substitution of the Annexure:- For the annexure to the said rules, the following annexure shall be substituted, namely:-
ANNEXURE
I. Syllabus for the competetive examination for recruitment to the cadre of Assistants and First Division Clerks:
The examination will consist of two written papers, namely,-
(1) a paper on General English or General Kannada, and
(2) a paper on General knowledge.
The maximum marks for each paper will be 150.
(1) (a) The paper on General English or General Kannada will normally conform to the minimum standard expected of a student who has passed the Bachelors Degree examination of a University. It is intended to test candidate's knowledge of English/Kannada grammar, vocabulary, spellings, synonyms, antonyms, his power to under it and comprehend the English/Kannada Language and his ability to discriminate between correct and incorrect usage, etc.
(b) The candidates may answer either the paper on General English or the paper on General Kannada.
(2) (a) The paper on General Knowledge will normally conform to the minimum standard relating to General Knowledge, expected of a student who has passed the Bachelor's Degree Examination of a University and will cover questions on the Constitution of India, Indian History and Culture, General and Economic Geography of India, current events, every day science and such matters of every day observation as may be expected of an educated person.
(b) The candidates may answer this entire paper either in English or in Kannada but they shall not answer some questions in English and some in Kannada. The questions in both the papers will be of 'objective Multiple Choice Type'.
II. Syllabus for the competetive examination for recruitment to the cadre of Junior Assistants and Second Division Clerks:
The examination will consist of two written papers namely,-
(1) a paper on General English or General Kannada and (2) a paper on General Knowledge. The maximum marks for each paper will be 150.
(1) (a) The paper on General English or General Kannada will normally conform to the minimum standard expected of a student who has passed the S.S.L.C examination. It is intended to test candidate's knowledge of English/Kannada Grammar, Vocabulary, spellings, synonyms, antonyms, his power to understand and comprehend the English/Kannada Language and his ability to discriminate between correct and incorrect usage, etc.
(b) The candidates may answer either the paper on General English or the paper on General Kannada.
(2) (a) The paper on General Knowledge will normally conform to the minimum standard relating to General Knowledge expected of a student who has passed the S.S.L.C Examination and will cover topics relating to the Constitution of India, Indian History and Culture, General and Economic Geography of India, current events, every day science and such matters of every day observation as may be expected of an educated person.

1. Title and Commencement :- (1) These rules may be called the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Interpretation:- Words and expressions used in these rules have the same meaning as in the Karnataka Civil Services (General Recruitment) Rules, 1977.
3. Application of the rules :- These rules shall, notwithstanding the rules of recruitment specially made in respect of any service or post, apply to all recruitments to the posts of Assistants and Junior Assistants in the Karnataka Secretariat Service and in the office of the Karnataka Public Service Commission and to the posts of 1[First Division Assistants] and 1[Second Division Assistants] in all other State Civil Services.
4. Academic qualifications of candidates :- (1) Every person who is not disqualified under Karnataka Civil Services (General Recruitment) Rules 1977 shall be eligible for appointment by direct recruitment to the posts of-

(2) No Government servant shall be eligible for 2[transfer or] promotion to the posts of Assistants, 1[First Division Assistants], Junior Assistant or 1[Second Division Assistants] unless he has passed the S.S.L.C. Examination or equivalent qualification.
3[4A. The method of recruitment and minimum qualification for the posts of Junior Assistants or 1[Second Division Assistants] :-

2[5. Lists of selected candidates :- 3[(1)] The Commission shall, during every calendar year, prepare on the basis of the results of a competitive examination conducted by it, lists of candidates suitable for appointment to the posts mentioned in rule 3 and the number of candidates to be included in each list in respect of each appointing authority shall be as specified in the requisition of the
authority under rule 10.]
3[(2) For the purpose of appointments in any additional vacancies, the Commission shall prepare on the basis of the results of the competitive examination already conducted by it a single additional list of candidate not included in the list prepared under sub-rule (1). The number of candidates to be included in such list shall not exceed ten percent of the total number of the candidates included in the list prepared under sub-rule (1).]
6. Examinations :- (1) The competitive examinations shall consist of a written examination on General English or General Kannada and General knowledge;

7. Applications for Competitive Examinations :- 2[(1) The Commission shall call for applications by advertisement for admission to the competitive examinations in such form as it may determine, and before such date and on payment of such fees as may be specified by the Commission in such advertisement, indicating that vacancies shall be reserved for ex-servicemen and physically handicapped persons in accordance with rule 9 of the Karnataka Civil Services (General Recruitment) Rules, 1977 and in favour of persons belonging to Scheduled Castes, Scheduled Tribes,] 3[and other Backward Classes as specified by the Government from time to time under Article 16 (4) of the Constitution of India.]
(2) A person applying for admission to a competitive examination shall indicate in his application his preference for appointment to the post of.-
(i) Assistants in the Karnataka Secretariat Service ;
(ii) Assistants in the Karnataka Public Service Commission ;

(viii) 1[Second Division Assistants] in any of the State Civil Services in one or more Revenue Divisions of Bangalore, Mysore, Gulbarga and Belgaum.
8. Admission to the competitive examinations :- No person shall be admitted to a competitive examination unless he holds a certificate of admission from the Commission. The decision of the Commission on the eligibility or otherwise of person for admission to the examination shall be final.
9. Conduct of examination :- The Commission shall be responsible for all arrangements relating to the conduct of a competitive examination.

1[10. Manner of Assignment :- 2[(1)] The Commission shall call for requisitions from the different appointing authorities in respect of each category of posts. The appointing authorities shall send requisitions for assignment of candidates after duly classifying the vacancies in accordance with the Government Order No. DPAR 1 SBC 77, dated 4th March 1977 as amended from time to time. The Commission shall, after taking into account the Government Order No. DPAR 1 SBC 77, dated 4th March 1977 as amended from time to time and having regard to the order of merit and the preference indicated by the candidates under sub-rule (2) of rule 7, prepare lists assigning candidates to the different appointing authorities arranging their names in the order of merit.
Provided that the assignment of candidates from a list relating to a category of posts shall not be made to the appointing authority till all the candidates included in any list relating to such category of posts prepared for the previous year and assigned to it have been appointed.]
2[After appointment of candidates assigned under sub-rule (1) the candidates included in the additional list prepared under sub-rule (2) of rule 5 shall be assigned in accordance with the requisitions received from the different appointing authorities. The candidates included in the additional list shall be assigned to each appointing authority in the chronological order in which requisitions are received in the office of the Commission.]

Provided that no appointment of a candidate included in the additional list shall be made by the appointing authority until all candidates included in the list prepared and assigned under sub-rule (1) of rule 10 relating to that post, are appointed.
(2) The appointing authorities receiving additional list of candidates suitable for appointment for the post of Assistants, Junior Assistants, First Division Assistants and Second Division Assistants from Commission under sub-rule (2) of rule 10 shall appoint candidates to these posts in the order in which their names are arranged in the list sent by the Commission.
Provided that no requisition for assignment of candidates included in the additional list shall be sent by the appointing authority until all the candidates included in the list prepared and assigned under sub-rule (1) of rule 10 relating to that post are appointed.]

1[12. Period of operation of the lists
A list of candidates prepared by the commission under rule 10 and received by an appointing authority under rule 11 shall be valid till all the candidates included in such list are appointed.]
13. Liability of candidates for service in the State
Not withstanding the preference indicated by a person under sub-rule (2) of rule 7, a candidate appointed to any of the categories of posts mentioned in Rule 5 shall be liable to serve in any part of the State.
14. Repeal and savings
(1) The Karnataka Civil Services (Recruitment to Ministerial Posts) Rules ,1966 and the Karnataka Civil Services (Ministerial Posts )(Minimum Qualification for Recruitment by Promotion) Rules ,1972 are here by repealed.
Provided that the lists of candidates prepared in accordance with the said 1966
rules before the commencement of these rules shall be valid till all the candidates included there in are appointed.
Provided further that appointments from the lists of candidates prepared for any category of posts under these rules shall be made only after the candidates for the same category of posts in the lists prepared under the said 1966 rules repealed this sub-rule have been appointed.
(2) Any reference in the rules of recruitment specially made for any service or post or in any other rules to the rules repealed by sub-rule (1) Shall unless the context other-wise requires, be construed as a reference to these rules.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Substitution of new rule for rule 5:- For rule 5 of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978 (hereinafter referred to as the said Rules) the following rule shall be substituted, namely:-

"10. Manner of assignment:- The Commission shall call for requisitions from the different appointing authorities in respect of each category of posts. The appointing authorities shall send requisitions for assignment of candidates after duly classifying the vacancies in accordance with the Government Order No. DPAR 1 SBC 77 dated 4th March 1977 as amended from time to time. The Commission shall, after taking into account the Government Order No. DPAR 1 SBC 77 dated 4th March 1977 as amended from time to time and having regard to the order of merit and the perference indicated by the candidates under sub-rule (2) of rule 7, prepare lists assigning candidates to the different appointing authorities arranging their names in the order of merit.
Provided that the assignment of candidates from a list relating to a category of posts shall not be made to the appointing authority till all the candidates included in any list relating to such category of posts prepared for the previous year and assigned to it have been appointed"
5. Substitution of new rule for rule 11:- For rule 11 of the said rules, the following rule shall be substituted, namely:-
"11. Appointment of candidates:- The appointing authorities receiving lists of candidates suitable for appointment to the posts of Assistants, Junior Assistants, First Division Clerks and Second Division clerks from the Commission under rule 10 shall appoint candidate to these posts in the order which their names are arranged in the lists sent by the Commission. No appointment of a candidate included in a list shall be made by an appointing authority until all candidates included in an earlier list relating to that post and assigned to it are appointed."
6. Substitution of new rule for rule 12:- For rule 12 of the said rules, the following rule shall be substituted namely:-
"12. Period of operation of the lists:- A list of candidates prepared by the Commission under rule 10 and received by an appointing authority under rule 11 shall be valid till all the candidates included in such list are appointed."

1. Title and commencement.- (1) These rules may be called the Karnataka Civil Services (Recruitment to the Ministerial Posts) ( Amendment) Rules, 1985.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Insertion of a new rule 4A:- After rule 4 of the Karnataka Civil Services (Recruitment to the Ministerial Posts) Rules, 1978, the following rule shall be inserted, namely:--
"4A. The method of recruitment and minimum qualification for the posts of Junior Assistants or Second Division Clerks:- Notwithstanding anything contained in the rules of recruitment specially made, the method of recruitment to the posts of Junior Assistants or Second Division Clerks in any service, shall be as follows, namely:-
(a) Seventy five percent by direct recruitment in accordance with these rules ; and
(b) Twenty five percent by promotion of persons in the cadre of Drivers or any of the cadre in Group 'D' service on the basis of seniority, seniority being determined by treating a person holding a post carrying a higher scale of pay as senior to a person holding a post carrying a lower scale of pay, seniority interse among persons holding posts carrying same scale of pay being determined on the basis of length of service in the respective cadres, seniority interse among persons in a cadre being maintained; and
(i) who possess the qualifications specified in sub-rule (2) of rule 4, and
(2) who have put in a service of not less than seven years in the cadre of Driver or in any one or more of the cadre in Group 'D' service".

I. Syllabus for the competetive examination for recruitment to the cadre of Assistants and First Division Clerks:
The examination will consist of two written papers, namely,-
(1) a paper on General English or General Kannada, and
(2) a paper on General knowledge.
The maximum marks for each paper will be 150.
(1) (a) The paper on General English or General Kannada will normally conform to the minimum standard expected of a student who has passed the Bachelors Degree examination of a University. It is intended to test candidate's knowledge of English/Kannada grammar, vocabulary, spellings, synonyms, antonyms, his power to under it and comprehend the English/Kannada Language and his ability to discriminate between correct and incorrect usage, etc.
(b) The candidates may answer either the paper on General English or the paper on General Kannada.
(2) (a) The paper on General Knowledge will normally conform to the minimum standard relating to General Knowledge, expected of a student who has passed the Bachelor's Degree Examination of a University and will cover questions on the Constitution of India, Indian History and Culture, General and Economic Geography of India, current events, every day science and such matters of every day observation as may be expected of an educated person.
(b) The candidates may answer this entire paper either in English or in Kannada but they shall not answer some questions in English and some in Kannada. The questions in both the papers will be of 'objective Multiple Choice Type'.

2. Selected candidates to pass Kannada Language Test :-
Notwithstanding anything contained in any rule made under the proviso to article 309 of the Constitution of India, or in any other rule made under the provisions of any law, no candidate selected on or after 8th August, 1986 for a appointment to any post to which these rules apply, shall be appointed unless he passes such Kannada Language Test as may be prescribed by Government by a Special or General Order. The Kannada Language Test shall be conducted by the appointing authority before the selected candidate is appointed.
1[Provided that the appointing authority shall exempt a candidate from passing the Kannada Language Test prescribed under this rule if, on application by the candidate, is satisfied that the candidate has passed the Secondary School Leaving Certificate Examination or any examination declared as equivalent thereto by the State Government, or any examination higher than the Secondary School Leaving Certificate Examination in which Kannada is the main language or the second language] 2[or has passed such examination with Kannada as medium of instruction].

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of rule 2 :- In rule 2 of the Karnataka Civil Services (Recruitment) (Kannada Language Test) Rules, 1984, the following proviso shall be inserted at the end namely :-
"Provided that the appointing authority shall exempt a candidate from passing the Kannada Language Test prescribed under this rule if, on application by the candidate, is satisfied that the candidate has passed the Secondary School Leaving Certificate Examination or any examination declared as equivalent thereto by the State Government, or any examination higher than the Secondary School Leaving Certificate Examination in which Kannada is the main language or the second language."

NOTIFICATION NO. DPAR 30 SCR 99, DATED 16TH FEBRUARY 2001
Whereas the draft of the Karnataka Civil Services (Recruitment) (Kannada Language Test) (Amendment) Rules, 2000 was published as required by clause (a) of sub-section (2) of section 3 read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), in Notification No. DPAR 30 SCR 99, dated 14th March, 2000, in Part - IV Section 2C(i) of the Karnataka Gazette Extraordinary dated 15th March, 2000 inviting objections and suggestions from all persons likely to be affected thereby within thirty days from the date of the publication of the draft in the Official Gazette.
Whereas the said Gazette was made available to the public on 15th March, 2000.
And whereas the objections and suggestions received have been considered by the State Government.
Now, therefore, in exercises of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the following rules, namely :-
R U L E S
1. Title and Commencement :- (1) These rules may be called the Karnataka Civil Services (Recruitment) (Kannada Language Test) (Amendment) Rules, 2000.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of rule 2 :- In the proviso to rule 2 of the Karnataka Civil services (Recruitment) (Kannada Language Test) Rules, 1984, the following shall be inserted at the end, namely :-
"Or has passed such examination with Kannada as medium of instruction."
